The internal link behind a title-bar of a subforum is:

http://www.<my-site>/forum/index.php?c=19

I want to put this title-bar as an external link (i.e. in its subforum is no post/nothing, I want to use that title bar for download f.ex. a picture, or a CD .iso).  How/where I can edit the internal link, above, to something else like http://www.<site-with-pictures>/picture.jpg    ??
